Reconcile the awarded scope

Start with the final accepted estimate, alternates, allowances and negotiated changes. The operating team needs to know which version became the deal.

Map detail instead of deleting it

Estimate assemblies can roll into broader operating cost codes, but preserve the relationship so actual cost can inform future estimating.

Identify what is still uncertain

Carry allowances, unbought scope and unresolved design decisions visibly. Hiding uncertainty inside a lump-sum budget makes later variance harder to explain.

Set the baseline deliberately

Approve the starting budget and preserve it. Future changes should explain movement from that baseline rather than rewriting history.
